1. Name
 

The name of the association shall be "Federal Association of Security Officials".

2. Mission and Objectives
 

The Mission of the Association is to enhance the performance and career development of federal security officials by:

  • providing leadership;
  • promoting professionalism; and
  • facilitating the exchange of information.

The objectives of the Association are:

To promote the consistent application of the Policy on Government Security;

To develop and maintain, within the cadre of those federal officials charged with the provision of security advice to deputy ministers, the competence, resources and awareness required to effectively perform their duties by:

  • providing to the Treasury Board Secretariat, recommendations on the qualifications, qualities and training which are considered desirable in departmental security officers and members of the security staff;
  • promoting, developing, and presenting professional development and educational opportunities for security officials; and
  • informing security officials about issues affecting the security of their institutions and seeking their advice and comment on those issues.

To improve the appropriateness, effectiveness and acceptableness of the security of federal institutions by:

  • presenting to the Treasury Board Secretariat the concerns and recommendations of the members and their institutions with regard to the development, implementation and application of the Policy on Government Security and Standards;
  • studying specific security problems raised by individual members or by committee with a view to recommending solutions, procedures or standards; and
  • responding to requests or advice and assistance from deputy heads and security officials of federal institutions.

3. Constitution Amendment Process
  This Constitution may be amended according to the By-Laws of the Association.

4. Formation Committee
 

The following persons comprised the Formation Committee, as selected by the Treasury Board Secretariat, and acted as the Board of Directors until first elections were held in 1993:

  • D.M. Travale – Chairman – Revenue Canada Taxation;
  • D. Brush – External Affairs;
  • A. Dube – Employment and Immigration;
  • Lt Col P. Maclaren – National Defence;
  • E. Plunkett – Solicitor General Canada;
  • Supt. J. Religa – Royal Canadian Mounted Police; and
  • E. Snyder – Supply and Services.

The following persons provided advice to the committee:

  • A. Schryer – Treasury Board; and
  • R. Springer – Treasury Board Representative.
